Definitely not his Mum, there is a shocking back-story which is not something I want to go into on here! By that I mean actually shocking, not just lower middle-class curtain twitching shocking. However this is indeed 'street rumour'
Oh come on, you've got to tell us now!

Is he speeding? You could keep reporting it to the police until they come round for a chat, then find out he has no license/tax/insurance/mot or something else is wrong with the car.

It's precisely this kind of behaviour that lead to "Section 59" notices for vehicles. They can be used when a vehicle is being used antisocially even though the owner is taxed, insured and otherwise lawfully using their vehicle.

Get him reported to a local policing team. They can issue a Sec 59 notice. Once it's been issued once, if the vehicle is used antisocially again it can be seized.

I've only lived at my current house for a month, but nearly every morning sometime between 5:30 and 6am some complete nutter thrashes their car down our short road to the end and then does a full-bore clutch-dropping wheel-spinning start into the next road... often wakes me up but it happens so fast I have no chance of waking and leaping out of bed to see who or what it is! Very annoying!

should not really have mentioned that should i...

i think there is a potentially legal and accuracy aspect to the story (I have googled but can't find anything), but as far as i can gather there was a husband, but he's not around anymore...

No, but you did.

And that's not enough information - was he there then vanished and a small fire/new patio appearing the next day?

Tell us, in a hypothetical (sp?) sense.

e.g. "I once read this story interesting story in a book I got out of the library..."
