I've just bought an import which has been in the country a few years, speedometer showing only KPH with no additional markings for the MPH equivalent. Figuring out the conversion in my head kept me amused for the 200 miles home. Prior MOT history has no mention of the speedo not having the right scale.

Can you please explain the difference between "clearly inoperable" and "not working", given that the brakes will be assessed on a rolling road.
Thread resurrection, took a vehicle to ministry to test 3 years running with a speedo that didn't work, the inner cable had snapped, which they couldn't see, it passed 3 years running, on the 4th year I undid the speedo cable from the gearbox to remove the broken inner, ordered a new one but it didn't come by the time of the test & like a complete retard I didn't reconnect the outer at the gearbox end, it failed because it could be seen the speedo was clearly inoperable.

I recall back in the early 2000's when Impreza's and Evo's were popular loads were imported from Japan and usually were speed limited and had speedo's in KM/H, probably still a few going around even now, I owned one and still think about it

Any imported vehicle now has to go through an IVA (Individual Vehicle Approval) test, and the inspection manual is quite clear:

Yup. My partner's Golf needed a new speedo when imported, so it was off to the scrap yard. We took advice at the time and were steered to a proper conversion, though that may have been playing it very safe!

(Should have just sold it in Hungary and bought one in the UK, side stepping the bureaucracy would have made it worthwhile...)

IVA replaced SVA in 2009, from memory (and if you look at the document itself, which I linked, you'll find that it has tracked changes that show the requirement has been there since the first edition).

I'm fairly sure that the requirement was the same with SVA, which preceded it (introduced 1998, I think), but I couldn't swear to that bit without digging out a copy of the old SVA regs.
