I have imported a car, it is an old Super Seven which I first registered in South Africa on the 10/01/1997. I checked with the DVLA and on line before I imported the car and was informed cars over 10 years old only need to pass an MOT, be insured and have the import duty paid. So I imported the car and paid the import duty, carried out the MOT (which it passed) and insured the car. But the DVLA have rejected my registration application, stating that the SA registration document cannot be used as proof of identity? And have issued a new VIN number and instructed me to get it IVA tested! Which hardly seems fair to test an old car to modern standrds, but with great effort I believe I could get it passed.

However the IVA won't let me submit an application.
I can’t select Personal Import as I have not owned and used the car for 6 months in SA prior to importing it, I did own the car from 1996 until I left South Africa in 2002, at which point I left it with a friend, I did not initially bring the car with me as I did not have the money or time to do so, but have been waiting patiently saving for the day that I could bring my special car over.

I can’t select Amateur Build as I no longer have any documentation from the build which was carried out between 1992-1996. I have plenty of photographs of the build but no invoices or documents? None of the other classes are even remotely applicable?

So I have a great car in the garage and DVLA won't register it and the IVA won't test it. Any suggestions on a way forward would be appreciated.

surely if you left it with a friend you did own it for the 6 months prior - so it is a personal import?

Unfortunately you have to prove to the DVLA that you were resident in that country untill you imported the car, utility bils etc so although I have owned the car for over 20 years because I have lived here for more than 6months I have to pay import duty, done frown , now can't get the car IVA tested as a personal import, even though I personaly imported the car as a private UK resident?

Never heard of anything like that for the UK - at least, as far as registration goes. For import duty/VAT, sure. But not for registration.

All you need is proof of age, and possibly an inspection to be sure it's the right vehicle. Usually, the foreign paperwork's perfectly fine as proof of age - but it's not the only thing they accept. Can you get some paperwork from Caterham/Lotus/whoever made your particular Seven, showing when it was built?

Sounds like there's some crossed wires going on, tbh.

You've done all the paperwork - V55/5, MOT, insurance, NOVA, payment, SA docs...? And they're saying the SA docs don't prove the vehicle's ID?

What's on them (or, rather, what's not on them)?

Well dealing with the DVLA or any government department is enough to lead a Nun to murder. They don't even have to follow their own rules. You can't talk to them, only a call centre who nice or otherwise can't do anything and they continue to lay down the law as they see fit no matter what it does or what it costs us mere mortals.
I was hoping to find someone who knew how to deal with this. I have written formal complaints, no reply, I have written to the Chief Executive, I have written to VOSA, I have paid professional DVLA and IVA agencies to take the case all to no avail just because some paper pusher in the DVLA was having a bad day and did not like my registration documents.
Only step left is to take it to the Transport Secretary or join the masses of illegal cars on the road?

There is a guy called Paul Jepson who advertises in the Kit Car magazines (or at least he used to - I haven't bought a mag for ages!).

He's a former DVLA employee and assists with the registration process - contact details in the linked thread.

I went to the Transport Secretary because of an issue with the DVLA/DMG.
Transport Secretary wrote back explaining it had been put in the hands of one of his staff, they then notified me they were chasing things with the DVLA.
They then informed me that it had been passed to the head of DVLA complaints team. That was when my heart sank, as I had already previously been down this route and that achieved nothing.

After Transport Secretary, I tried Downing Street, see above.....

Thanks, I will try and track Paul down and will also still try the Transport Secretary but don't expect any differnt results either.
But have to just keep trying as the alternative is to leave the car in the garage for ever!

What is it about the SA documents that they won't accept?

They need to be originals (copies will be rejected) but provided the dates and vehicle details all match they should be acceptable as proof of ID. Have you spoken with the DVLA about this, and if so what reason did they give for rejecting the SA document.

I had similar difficulties a few years ago registering an import from Italy, I found them very helpful once you actually speak to them.

I had several calls with the call centre which helped nothing, but my complaint to the Chief Exec got a reply (with no new help) but with a name at the bottom and when I called this person he said because the reg document has the status as built up on it the DVLA think it has been made with parts of a registered car, which it has not, it is a Kit like the Caterham 7. So now I am trying to get a statement to this effect from the SA Department for Transport.
But I think my next step is to get some legal help, if the legistation says an IVA is not required then they should not be able to force it to be done

If anyone has any contacts for legal advice please let me know. I have spoken to a few solicitors but they suggest finding a company that has experience in traffic law, preferably Type Aproval

Might be worth speaking to someone like Ginetta or Radical to see if they have any contacts.

Isn't it just going to be easier and cheaper to IVA it?

The issue with IVA is they won't let me even apply!!!!
Can't do Amateur Build as I don't have invoices from 25 years back,
Can't do Personal import because I moved here to long ago
Can't do Normal IVA as you require a load of manufacturers documents which are not available for a kit car.

The advise from DVLA is to convert it to Left Hand Drive and apply for IVA under that class! How mad is this system!

I will try Radical, as the legal route may be the only option. The Road Vehicle Approval Regulations 2009 which is the legislation behind all of this clearly says that cars over 10 years don't need to comply with the regulations, just pass a standard MOT which I have done.

Except they aren't believing it's 10yo+, because they aren't accepting your proof of age...

Sorry for jumping into this thread so far down the line.....did you get this sorted?

The reason I ask is that I have just had a first registration app rejected by dvla because the registration document says "built up" on it. Didn't notice this when I bought it.

Other than going down the q plate route, I don't seem to have any right to appeal even though the car isn't a self build and is an absolutely straight matching numbers Mk2 Jag!

Hi chris. Have you gotten any where with this. I too am in the same situation with a matching numbers jag
