They is taking the P. Depends on an awful lot of things -- what car, is it structural, is it in 300mm of a prescribed area (you'd be surprised how much area that can cover).
Better pics, what car, etc. will help. But just about anything can be repaired.

I think corrosion within 300mm of a structural part of a car (eg seat belt mount, chassis rail) is an MoT failure but I'll no doubt be corrected by someone who knows what they're talking about ![smile](/inc/images/smile.gif)
