Petition to stop practice of "surface dressing" on roads
Discussion
As someone who is constantly infuriated by the practice of "surface dressing" (application of bitumen and small stones to resurface roads), and the mess it causes to paintwork, chipped windscreens and the other dangers to bikers, I came across this petition to put a stop to this ineffective and wasteful method.
Having pestered my local council numerous times with nonsense responses in return and no action, I decided it would be great to get fellow motorists supporting the cause and adding pressure via the relevant minister.
Please, if you care about your pride and joy and fellow road users' safety (not to mention our tax money!), then please click on the following link to sign this petition:

I'm not sure about everyone else, but I suspect a few pock marks in the front of most peoples car is somewhere toward the bottom of the list of peoples concerns right now.
Does that mean that because it's not a the top of our collective list of concerns, that the issue doesn't warrant attention? What a ridiculous concept.
Further, if you're alluding to Brexit, what do you expect everyone to be doing, such that they are too pressed to sign a petition that may strike a chord with them?
Local Highway Authorities are responsible and you have no chance getting all or any of them to stop the practice.
There's a problems because drivers travel too fast after application thus throwing up stones and affecting visibility.
Its only a problem for about 24-48 hours until the chippings are either pressed in to the bitumen or brushed up with a road sweeper.
It improves skid resistance and the life of the carriageway surfacing thus saving the LHA money. They are financially stretched as it is.

I'll drive at a snail's pace after the dressing has been applied and still get paint chips and tar on the car. Councils often use contractors who are not checked as to whether they have swept sufficiently, which means you are left with debris for weeks after application. Councils may be cash-strapped, but if they laid and repaired roads properly in the first place then they wouldn't waste money on an annual basis for such a temporary improvement (not to mention what they pay in compensation for damaged cars). Typical short-sightedness...

Only if the chippings manage to get pressed into the surface before theyre swept away There's a problems because drivers travel too fast after application thus throwing up stones and affecting visibility.

To the comments of drivers going to fast. Our village high street was surface dressed today I drove 30 miles parked up to find my tyres had these chippings still into treads. Mind you it has covered up the sunk man holes and covered the sorry state of the road surface. Dressing is the correct term for this practice!

Is there a cost effective alternative?
Use one of those machines that lays road surface properly with a truck stuck to the front pouring in the gravelTakes about the same length of time ( but no weeks either side with slow chippings) same materials better job
Surely its more cost effective?

This is becoming less common anyway.
In our strategic network contract with HE, we're using a newer product that is 20mm thick and applied as a sort of slurry, so the chippings are already mixed in the bitumen, meaning no loose stones.
Local authorities are catching up too, in our area at least they've moved from simply laying the stones and having it rolled by traffic and periodically swept,, to actually sealing them ~24 hours after application with a sort of emulsion, so the period of loose stones is very short and the resulting surface looks and feels much more like an asphalt.
The old system is crap, I agree, but it's improving and the thin overlay system we're using especially is pretty good.
