Put his Mum and Dad on the policy as named drivers, this should reduce the premium somewhat. It might also be worth considering a different car. You haven't stated what car you're getting quotes for, but if it's a Corsa, 106, Saxo etc, you will find these expensive due to the fact that so many 17/18 years olds have them and crash them. Try a car that isn't popular with 17/18 years olds.

You could go for classic insurance although most won't offer policies to anyone under 21. It might be possible to add him as a named driver on a classic policy though, so long as an older driver is the main owner/driver and could 'give' the car to him when he's old enough to insure it as the owner.
In order to qualify for that, generally speaking the car needs to be over 15 years old. For reliability at this age, look for German, Swedish or Japanese cars.
Normally-aspirated Saabs and Volvos seem to be fairly cheap to insure for what they are.

Old 80's stuff tends to be cheap to insure (Astras/Escorts/etc), although not brilliant on the safety front if that's an issue.
Why should it be an issue? People drove them for years and managed not to die, we now have an obsession with safety systems when most accidents could be avoided if people were more concerned with driving properly then it wouldn't matter how safe our cars were because there would be very few acccidents. 456man said:

A lot of it is done on statistics, and if people follow them like sheep into the biggest 'pen', that'll be the one most 'profited' from.Put it this way, part of an insurer's statistics will say young person + Ford Fiesta = likely accident x10000s.
He runs the same profile through his probability/lie-o-meter. Young person + Saab 90 = no record of one being crashed by an over-enthusiastic 18-year-old at all.

Just having a look and doing various quotes for a 17 year old, male, In an IP12 postcode,5000 miles, fully comp, car kept on a drive, 250 excess, with no additional drivers.
I know I'm in a different area to the OP, but this was just for comparison sake.

Yep have just had this issue with my son on a 1.2 clio and a 1.5 civic. It makes no difference to the premium at all (within reason) to the car as the “risk” is not the car it is the driver. Alas all the young dudes have been tarred with the Max Power brush. I know I'm in a different area to the OP, but this was just for comparison sake.

I was advised by one of my old boys mates to buy him an old landrover and insure it via NFU. Did not see that as being a workable solution.
So he is a named driver on mum’s car now. which cramps his style but, hey ho.
