Japanese VIP scene?? Disastrous

This video starts off bad, and then from about 43 seconds in just gets ridiculous. I only heard of the "VIP" scene in Japan recently, but I hadn't seen cars that looked like this before?

I do not understand what could have motivated this sort of butchery.

I had a feeling it probably wasn't "VIP" whatever that may be. Still, whatever they are, strikes me as pretty dangerous and ridiculous.
