Has overtaking ever been part of test/syllabus for learners?

Just wondering on account of the ridiculously high incidence of nose-to-tail sheep sitting behind Sunday drivers at 40mph out and about today.
If you don't want to overtake, pull the fk back and let those of us that do, do.
