So, even allowing for slippages in start time, lets give you the benefit of the doubt and say that work started on implementing a replacement platform in August, bearing in mind that the current solution still seems to contravene regulations. I'd assume that things would be ticking along nicely in the background in terms of any Dev/QA etc etc. Then, all of a sudden one, two or however many of the team that were working on it decide to find roles elsewhere. Now, knowing that several key members of staff were due to leave in a month (or maybe three, depending on their notice period), obviously those in charge at PH said to themselves 'Oooh, we better get some resource onto this sharpish, so that the guys who are off can do a nice smooth handover and we can get the implementation finished in a timely manner, so that we aren't breaching regulations anymore'.

It's a fking shambles. You can bet your last pound that if it had been affecting core advertising revenue that contributes to the Haymarket bottom line, it'd have been sorted a long long time ago.
