Yes but taxis can't use it. Commercial use is against the rules.

Probably only for free supercharging which the M3 does not get

That’s the result of a Dutch problem which resulted in the taxi drivers being banned from the general super charger but given their own.

The fair use policy says you shouldn’t but hang around the various Heathrow superchargers, the one near T5 especially, and you’ll find lots if private hire (ie taxis) there.
