Used car mileage issue

I’ve seen a used C class. Having done a free car search, the car has lost 13k during an MOT, see below:
4 Sept 23 - 21.9k at MOT pass
3 Oct 23 - 34.7k and MOT fail
31 Oct 23 - 22.3k and MOT pass
The dealer is saying the 3 Oct entey was wrong and units entered were in km and not miles as it should have been. Any thoughts?

This is what I’m told:
4th of September, the MOT was carried out by the previous owner and it was passed. 21,956 miles on the clock.
2nd of October, they carried out the MOT again and it was failed with tyre pressure issue. At that time they recorder 34,730 miles by error, which was originally Kilometers.
2nd of October, they carried out another MOT after fixing the tyre pressure issue and the mileage remained the same error one.
31st of October, we have carried out MOT as the mileage was recorded wrong and changed it to miles, which was 22,315.
