For the first season the cars are all the same.
Remember as well, that they Practice, Qualifying and Race all on the same day. There isn't a great time to go through all the data and the drivers and teams should make quite a big difference in terms of setup and then possibly changing the setup even after something like Qualifying. They don't have 2 sessions and then a night to crunch the numbers overnight. Some of them may well have been quite conservative in terms of approach and setup. I'm not sure if they all went to the Dono test. Some of the drivers and possibly the team staff have been involved at the highest levels of motorsport but this formula is quite new in a number of aspects.

It's a very city-friendly race series - deliberately so I imagine. You only need to close the roads for a single day, and the NIMBYs and greens are happy as it is low(er) noise and zero local emissions*(* - yes, I know it is not zero emissions overall, but the power stations that generate the electricity are elsewhere, which makes it zero emissions at the race location.)
