Doesn't quite work like that It's all a compromise.
The greater the downforce ....the greater the drag - There is a period of increasing downforce when the drag is fairly constant - but the drag rises very sharply when getting close to downforce limits.

If you can imagine a graphical representation would be very roughly like a backwards L ....but it doesn't increase at a right angle...there's some curvature.

Good good. Would be interesting for one of the teams to build one, just to see how much faster they would actually be
