FIA approval for overalls

Does anyone know precisely how FIA approval / non-FIA approval etc fits together for racewear for race and non-race events? I have a set of Nomex triple layer overalls which are probably a few years old, and carry an FIA approval label. However I've been informed that they're not eligible for racing. From the 2005 (admittedly) blue book, I understood that FIA-2000 is required for International level racing, FIAxxxx for National racing, and any approval (not necessarily to FIA standard) for any non-race events. Is this right?
