I was at Oulton last November in my GT3. They did do a static check, but I am not aware that they have any drive by meters. My GT3 registered 104db static (with Manthey exhaust that is definitely now quite loud), so I think most cars should be fine at 105db.

Francis, you don't stand a chance of taking my old girl to Oulton I got black flagged @ Brands last year 112db drive by
