Yes, I've sold before on a SOR model where the dealer wanted to know 'how much I wanted back' and then the rest becomes a mystery due to POA. In this case after 2-3 weeks the dealer asked me to lower my return a little to help a sale. I obliged. But later down the line found out (when I met the buyer) that he had also increased his asking price to buyer therefore making £20k on a SOR sale with zero capital invested. This is a well known high end dealership.
...so POA can be to hide the deal from the owner of the car.
(of course, there are other reasons too...like say a 991.2GT3RS which the dealer does not actually have at all but is putting out a fake advert to ascertain where the market is or secure strong interest to then take to a potential owner, etc)
I suppose as the seller providing you get the net price you were after then al is good . ...so POA can be to hide the deal from the owner of the car.

From a buyers perspective I find it off putting and then tend to move on .

I don't get POA.
1) It's annoying for buyers
2) You have to pick up the phone to find the price
3) It makes the deal feel shifty
I usually take the view POA means if you have to ask you can't afford it and it's usually saved for 'very special cars'.
Better to set a fair price. This can always be moved up or down if the market shifts.

If its out of my price range i want to know without wasting the traders time or that of my own.
I'd rather know i cant afford it from the outset!

I thought most SOR is on a flat fee or fixed % basis, the garage is supposed to be earning their fee by advertising and selling effectively. I would be agreeing in advance that the signed sales contract would be provided so I can check they are being honest (although even that could be faked I guess, maybe ask for buyers phone number but that might seem odd to buyer)
I think that's right it should be on an agreed percentage and i know that's what JZM do and in my experience they very much play by the rules. Cant vouch for others though. The excuse of Data Protection would prevent some from handing over the buyers details i'd imagine
