I don’t think it works like that. Date of offence is 24/05, letter sent 01/06 so reasonably assumed to have been delivered within a few days. Otherwise everyone would just say “nope, it didn’t arrive until day 15” (16 if you want to include day 0 of the offence)littleredrooster said:

Now the s172 process is done: yes, this is the stage where the offence is actually being dealt with.
I recall often the police won't share evidence unless you refuse the offer of fine/ course etc, and challenge at court.
Which always stuck me as a bit sneaky as it prevents you from making a decision with all the information before options are closed.
If a salesman was doing that it would be unfair selling/ sharp practice.
Yet it obviously suits the police to minimise court challenges.
