When did they recieve it? The date on the form says June 1st so if they received it today then it may be out of time.
I don’t think it works like that. Date of offence is 24/05, letter sent 01/06 so reasonably assumed to have been delivered within a few days. Otherwise everyone would just say “nope, it didn’t arrive until day 15” (16 if you want to include day 0 of the offence)

Yeah my bad, I misread that and thought the offense and date on letter were the same.

Got something like that once a zillion years ago. Had moved home so only saw the letter a long time later.
Decided its best not to be curious.
In this space age computerized era I guess you cant hide anymore.

So what else could ‘manned equipment’ be other than a radar/camera/mobile speed detection device? If he’d been stopped, he wouldn’t have received a S172, he would have been reported there & then.
So a choice of 3, but you decided it was a camera, even though the word 'camera' is nowhere in any of the document or the OP's original posting.

Where can I get a crystal ball like yours?

No crystal ball needed. His comment is crystal clear. You only get a NIP (Notice of Intended Prosecution) when you haven’t been stopped. When stopped you get given the paperwork at the roadside. I’d have thought with your extensive police training that you’d know that.

He's just had another letter through asking for a £100 fine - still no details or the actual speed.

Now the s172 process is done: yes, this is the stage where the offence is actually being dealt with.

I recall often the police won't share evidence unless you refuse the offer of fine/ course etc, and challenge at court.

Which always stuck me as a bit sneaky as it prevents you from making a decision with all the information before options are closed.

If a salesman was doing that it would be unfair selling/ sharp practice.

Yet it obviously suits the police to minimise court challenges.

Because a salesman’s behaviour is more or less an exact substitute for the correct legal process.
