Harley - new exhaust need to tune / Fuelpak?

Hey, was wondering if anyone could help. I am getting some Vance & Hines Short shots for my FXDB Street Bob and have heard conflicting stories with regards to tuning / the V&H Fuelpak system. Just changing the exhaust, do you think I need it or is it overkill? It does look pretty cool though...
The Fuelpak i have been looking at it made by vance & hines and links to your mobile via bluetooth.. it looks like a decent bit of kit.. problem i have now is finding a half decent handlebar holder for my mobile.. my phone is waterproof so i dont need one of those horrible little zippy bag things but i just hate plastic on the bike... will continue the search when i get to the office!
