rear light bulbs.

I recently changed one of the rear bulbs on my Chim. I am wondering if I have got the wrong bulbs though, as the lights now seem very bright. The bulbs are rated at 21/5W. Can you get them the wrong way round? i.e. I have got 5/21W and therefore the brake lights come on when the rear side lights come on and vice versa?
