Twiddly thing on steering column

Any idea what this is for. 94 Chim. Located on LHS of steering column.
Rotates 360 degrees but does nothing. I thought it may be to dim the dash lights but to no avail.

Cheers guys. Sorry about the picture. When I tried the link the picture was like a postage stamp. Tried to reduce download time for everyone but a crap execution of simple task.
Will try wipers tomorrow. See if they smear water every 5 or 15 seconds.

Yes - but mine isn't working - whenever I pull up behind a Cavalier in the rain and press it, it never seems to help the poor sod's rear view...
