The new rules are not new rules, they are guidelines and they are only relevant should the speed you are caught at take the person to court.
46mph in a 30mph will not see you going to court so you will always be handed the £100 fine and 3 points.

Closer to 12%, surely?255/30/21" is probably the only realistic tyre choice, which gives about 4% change in gearing/speedo. 25 profile doesn't seem to be available in that size.
With 30 profile you've still got about 25mm extra diameter to worry about, so bodywork fouling needs a careful check, particularly as the SQ5 wheels probably have a different offset as well.

Yeah I have it at 11.5%!255/30/21" is probably the only realistic tyre choice, which gives about 4% change in gearing/speedo. 25 profile doesn't seem to be available in that size.

Not disputing that, I wouldn't be doing it. Its just 17 odd percent isn't correct.I personally think the car would look daft on bigger wheels, the 19s look like they fit nicely. But I preferred the 18s on my Golf to the 19s so maybe I am unusual!
