The emissions circuit should be closed so there should be no petrol smell, check the hoses now for leaks.

Vapours can come from the filler if it's not tightly fitted. If it's an exhaust smell then that's what running without a cat does. Handbrake sounds like simple adjustment, don't go too far.

Heater... reminds me of an S Type I had,common failure of a valve that didn’t work. It could also be the low stat that’s been fitted. Either way only a small boy is blowing out of the one on the passenger side.
Put your foot on the brake as you apply it, you'll get one more click and it should hold.

He said it goes all the way up, that's wrong. It should have 3 x clicks and hold.

It has about 3 clicks and then not very much. I seem to recall the previous owner saying it had been replaced (brake cable) so maybe it needs adjusting. I assume thats handbrake and and just a bolt to tighten.

When working correctly it should get tight on the 2nd click but pull to 3rd. Mind you, that should not be straight up?

If handbrake cable isn’t slack or stretched the issue will be the handbrake levers on the rear brake calipers as they do slowly corode and sieze up
