carpets on griff

The carpets in my 92 griff have been looking a bit worn to say the least. I have started stripping out the old carpet to replace with new carpet (looks good so far!) but I am concerned about whether there is legislation specifying fireproofing of carpets. Has anybody done this before? I have noticed on the existing carpet intense heat burns in the drivers footwell. Is this normal? Before I put the new carpet in I would like to ensure it is safe to do so.
