200 PSI, are you sure. In all my days with Mini engines I've never seen those sort of figures on a road going or a rally Mini. The consistency is also truly amazing. Is the calibration of the gauge correct?
As already stated, that would be well over 12:1 and much too high either for road use or for running with standard pump petrol. You would need 101 octane for that, at least.
Maybe you should take the head off and measure the combustion chamber, piston crown to deck position and let's work out the actual C.R.
If you run that C.R. with standard fuel you will almost certainly break piston rings, and if you retard it so that it will run, it will probably overheat, lose power and, possiblu, damage the pistons/bores.
Advice: Strip it out and have a really good look, do the calculations and rebuild it properly. I know that sounds easier than it is, but the alternative is to risk more engine damage. Did the builder know what he was doing (sorry, but it must be asked)?

I had the guage checked at work and it was all ok, with in 10psi.

As I have stated the figuers I have given are all rounded up or down so could be +/-20psi, but they were all around 14 bar.

I run the car on Optimax, the same as the Cerbera, it does go alot better on this. The smoking has stopped now, i cleared the breather pipes and gave it as good a clean as i could, seems to have stopped the smoking.

So with the engine running really well now, no smoke, no/little oil consumption I was going to take it to a good engine tuner, maybe go and see Peter Baldwin, if there is something wrong they would pick it up?

As for the builder, I should hope they knew what they were doing, very well known.
