It took me quite some time to find the fan, so here for all left-side steering vehicle owners:
You have to enter on the other side through the small service flap an look to the right. There is a small hole where you can see the fan and turn it. From the other side it is not possible:

After finding some photos on Ebay i managed to work out the position of things behind the scuttle and finally solve the problem.
For LHD vehicles you have to go in through the small inspection flap on the LH side as you stand infront of the car looking at the engine bay
Make sure ignition is off. Unclip and remove the flap.
If you look in through the hole looking towards the centre of the car you should see this:
There is a black sheet metal flap at 45 degree in front of another aperture. You need to get your hand in and bend the metal flap down bit so that you can get a clearer access to the hole behind.
I used a piece of bamboo as a probe stick. Feed the stick through the hole behind the metal flap and gently push against what is at the end of the hole.
I did it quite gently, not wanting to break anything, but also tried it at slightly different angles.
Remove the stick and then see if the fan works. If not try again.
The only improvement I could imagine is to use a Endosope camera linked to your Phone to actually see into the whole.
Not worked out how to lubricate the part yet.
