I looked at Kashflow and Xero, both seemed to be very good, but Xero costs more. ($30/month rather than £12/month).

Went with Kashflow.

but for a small charity that's a significant annual cost. There must be a cheaper package to buy outright without ongoing fees?

Email and ask them - I'd bet one of the two would offer a discount to a charity....

There is a £5/month option on Kashflow, which would have been fine but it restricts the number of invoices and transactions each month:

Depends on size of business but I'd want to consider a cloud based solution

Definitely a cloud based solution. I prefer Xero over Kashflow but both good offerings.
