does it make any noises when it starts up and fails?

bad memory would usually prevent it from getting past BIOS, but not always. most likely is a bad power supply, see if you can hook it up to another PSU, and make sure all the fans are working properly. Take the side panels off and have a look.

Weird thing is once it has powered off it will refuse to even boot into windows, it will do this three times(i think) and then load windows fine!

When it starts up and fails there are no 'strange' noises, just the lack of the usual hard drive working sound.Fans are all ok.I'll try and get a hold of another PSU.
