There is a big difference between native 4K and upscaled, consoles struggle with 1080p let alone native 4K.I've had a string of Radeon cards, and recently bought a 970. The difference in noise is astounding under load. The 970 is whisper quiet on stock fans. For all my Radeons I had to fit after market coolers like Acrtic Pros to make them even vaguely quiet.
Perhaps it was the manufacturers (think I mainly bought Sapphires), but am very much impressed with the quietness of the 970.

My 970 is an MSI model and its quiet until you start pushing it but after that it's quite loud IMO. Probably more down to the manufacturer than anything else. I don't mind as I'm wearing headphones but the OH commented (PC in living room).
