After a trackday a few weeks ago, I have found it impossible to clean up my passenger front wheel. The brake dust really will not budge. It won't even scrape off with my nail. I have left it to soak in Wonder Wheels for a good 10 mins and nothing. See pics, you can see the colour difference from the centre cap. None of my other wheels are like this, only front passengers:

Anybody have any ideas on how the hell to clean the alloy up?

Try a fallout remover such as Iron X next, then clay.

Is that a trick of the light in the last pic or a very poor repair?

It would appear to be sanding marks yes. Something i had never noticed previously. Which has got me thinking that the lacquer may have gone funny.

Looks to me like the wheel has been repaired with a bit of a shoddy laquer, wheel has probably got hot heating up the laquer and the brake dust will have dried as the laquer did, heat messing with the repair probably also the reason you are only now seeing the sanding marks!

Refurb only option?

Sounds like it to me, if you have tried various acid/non acid based cleaners and it wont budge & going by the pictures then refurd is probably the next course of action imo. A lot of places are refurbing wheels for about £50 and do a not too shabby job!
