There's many tar removers on the market.
Go to Halfords and get some or buy online. Some may say Tardis, but it isn't worth buying in bulk just for one off use.
Just avoid Valet Pro Citrus Tar and Glue Remover. I found this to be complete rubbish.
I currently have a can of Stoner Tarminator and it does the job.

Not as long as the paint is good (IE it hasn't had a cheap repair.)If you think about it petrol gets spilt down cars on a regular basis when filling up and wd40 gets sprayed onto hinges and locks but neither damages the paint.
