Private Plate on Retention

My father passed a couple of years ago, and with one thing and another I've only just got around to sorting out his private plate. I want to retain the plate and then put it on a leased vehicle. It won't allow me to put the plate on retention online, and has asked me to fill in a V317.
The V5C is still in my fathers name, do I need this transferring into my name prior to retaining the plate, or can I just fill the V317 in straight away?
(I have spoken to the DVLA regarding this, and they seemed unsure on whether or not that needed doing, let alone in what order).
I have copies of the will, probate and death certificates so no issue there.
Any advice is welcomed.

If you have the car/V5C, it's going to be easier to keep/sell that if you have it transferred too, which would also resolve your issue.
I've not dealt with the plate retention aspect, but I have had to transfer a car from a deceased owner, and it was very simple, DVLA were quite helpful.
So my suggestion would be to do that, then transfer the plate off.

No it won't, it will come back in what ever name they put on the form.If you do it online, then it will come back in name of V5
