Finding a specific car

Is there any legal way of finding out who owns a car if you only know the numberplate? (And no, I don't have any friends in the plod)

I believe that if you have a valid reason (for example a valid claim following an accident) there is a deprtment to help. Otherwise there isn't - for obvious reasons, and I would prefer it that way.

You can check the basic details (type of car etc by doing an HPI check, but unless you are a trader, it's £40).

after a truck rolled into my car & did a runner (I had jotted reg down), I contacted DVLA, sent check for something like £1.50 (!) and they supplied details.
