CC for the whole of London?

So Ken is having a public consultation for his proposals for a low emission zone covering the whole of Greater London for HGVs. Going by his past record then the results of the consultation will be ignored anyway, if they don’t go his way. So we can safely assume that this scheme will be going ahead.
Well it only affects HGVs so who cares?
This is the worrying bit from the TFL web site.
‘It is proposed that the LEZ would be enforced using Automatic Number Plate Recognition (ANPR) cameras similar to those used for Congestion Charging. Fixed cameras would be supplemented by mobile patrol units fitted with ANPR cameras ‘
So once the infrastructure is in place how long will it be before everyone in London is paying the CC, I give it about 5 minutes!
