removing a burred over caliper bolt

My friend tried to change his brakes today and managed to burr over the 13mm bolt to the caliper cover.
What tool can he buy to remove it as its pretty fecked. There are the sockets with the bristles that grip the damaged head but I cant find where to buy one from and i've been told they are not very good?

Any suggestions? If anyone has a welder in local area then that would be a solution to get another head one so i can now do it properly. :lol:

What kind of head does the bolt have on it?.....hex, allen?

its just a standard run of the mill hex bolt.

Just to avoid confusion, do you mean a normal 6 sided bolt head, or the internal version, that uses a hex/Allen key? I've had a discussion recently that confused the hell out of me, until I realised what the bloke meant!
Can you get at the bolt head? If it's a 6 sided jobbie, you can try cutting/chisseling the head off, or drill it out. If a allen headed bolt, smack the next size up torx (spelling?) socket/key thing in and try that.
