Hall effect sensors are used for a number of things but I suspect you mean for ignition timing.
Don't know where it is on your engine but could be in the dizzy, against the front pulley or even reading off the flywheel.
If it's not working then the engine won't run.
Quite rare for them to fail but can sometimes come loose and move which again could stop the engine or produce odd intermittent running.

thanks for your reply, its not my car, a friends. it broke down, the aa/rac man said thats what the problem was. so he removed and cleaned it and got it working again by the side of the road. He wants me to replace it for him, but i've not come accross it before. its in the dizzy, under the rotor arm i think.
