audio/video capture advice needed

Hi folks.
I'm starting to get into some video production and could use a point in the right direction when it comes to sorting out the last of the equipment I need to arm myself with. I do have a mac, but I'd prefer if we could keep it to the windows side of the fence for now. I stress I'm a total noob that has just armed himself with a load of different cameras, adobe premiere, sony vegas pro and that's about it. I only have a really rudiementary knowledge of this stuff so it's very much an in at the deep end affair.
OK I've got a spare PC which I've got up and running again purely for the purposes of video and photo editing etc. One downside is it does have an on-board soundcard. My first question is how much does the sound card make a difference in terms of voice recording? If it's worthwhile getting one I'm happy to, and would appreciate some suggestions. It will ONLY be used for this, not gaming, music or anything else.
Second Question.
I need a webcam. 2 Infact. Do logitech still make decent ones? Any better ones out there that don't cost the earth? Only caveat is I don't like creative, but anyone else is cool.
Third Question.
Microphones - I need one. I've had the usual desktop microphones before, as well as the headset type ones. Hated them both. I need a decent, omnidirectional microphone that sits on the desktop. I've not a clue who makes good ones, but I'd like to keep it fairly inexpensive as long as it can reproduce voice well (Just narration and stuff, not singing etc!!!). At the minute my PC has the usual small jacks for a mic in, as does my camcorder I believe.
