This is a still from an Acti ACM-7411 1.3 Megapixel IP Camera temporarily pointed out of a third floor window on a dull rainy day. It is a reaonably good picture, but the camera costs around £500 ex VAT. (the picture is not shown full size here - Thumbsnap seems to have reduced it a bit in spite of me telling it not to!!)

Mobotix make excellent 3Megapixel IP cameras but they start at £700. So yes you can get good IP cameras but you might have to pay for the privelige.
