Is it the case that ordinary retailers may not put a mark-up on postage stamps? (i.e. they're not allowed to make any profit on the sale)

You'd assume so, given that its a form of tender?

EDIT: Hmmm, just googled it and I'm glad I'm not on QI - appears I'm talking ste.

Surely it's because they are tender basically. A book of stamps is the exact price of 1 first class stamp x6/12 etc and separate stamps, well you couldn't exactly charge someone 50p for a 40p stamp.

If it has the Queens Head on it it is tender and worth its face value.

I'm sure Costco sell stamps for less than face value. A 'bundle' of books of 12 etc.

Never done the arithmetic to confirm they are cheaper though.

Doesn't stop corner shops selling them at a (sometimes substantial) mark-up. (They need to fund those Al-Quaeda terrorists somehow, don'cha know?)
