I don't know of any area that's safer than any other, but if you have a choice of where to live, I would suggest Clitheroe, Lancaster, or anywhere with access to the Trough of Bowland - wonderful scenery, great driving roads, and lovely villages - access to North Yorkshire is good too.
The original EVO report on the Tamora was shot in the Trough of Bowland, and has a photo of the road out of a beautiful village called Slaidburn. It's very rural out there, and shhouldn't have much in the way of car crime...

Avoid Blackburn, Accrington, Burnley, Oswaldtwistle,Chorley the whole of this area is the a-hole of Lanc's.
Do look at Preston, Southport,St.Anne's, Garstang and all the other places reffered to in the previous post.
As for parking security im afraid bad thing's can happen anywhere all you can do is minimise the risk (avoiding East Lanc's should do the trick
