Mrs Q is a post-grad student and has paid £50 for a parking permit to park on the campus.

On Thursday she arrived there but was unable to find a space after searching for some time. She didn't want to be late for the lecture, so she parked up on a thoroughfare in the car park as far out of the way as possible. She wasn't causing an obstruction. It seems other drivers had found the same solution to the problem. When she returned there was a "Civil Parking Notice" on the windscreen.

The main grievance I have is that she has paid for the privilege of being able to park, so it seems they've simply sold more permits than they have spaces. As it is simply a civil penalty I have no problem filing it away in the shredder. But could this cause more problems in the future with clamps or towing if the car is "blacklisted"?

Read the Ts & Cs for the parking permit. I bet it doesn't guarantee a space, only the 'right' to park.

I doubt any further action will be taken in regard to or as a consequence of this one incident.

The biggest problem is if the people who run parking for the university decide to take it through the internal University disciplinary procedures ... as 'unresolved disciplinary issues' can be an issue that prevents graduation...

the kind of over promoted Janitors who end up as 'site coordinators' and either running or liasing with the parking enforcement for Campuses and Hospital sites, love to wield that little bit of power by creating as much hassle as possible by being 'robust' in parking enforcement , after all it doesn't bother the General Managers and Directors / Professors ( and in some Hospitals the Consultants as well) as they have special parking places behind a second set of barriers ....

Read the thread about the guy who got clamped! they could POSSIBLY tow away her car til she pays the fine. I am not sure though.

Car Parking Partnership. Not heard of them before, but there seems to be some mentions of them on Pepipoo.

the fundamental problem remains that if it's uni car park and the company in question is contracted by the Uni to do their parking enforcement that none payment could effect the OP's missus 'good standing' with the university ...
