M3, Junc 2 Westbound > How many plod !!!!!!!

OK Just read the previous posts....
As I just corrected, there was what looked to me a speed measuring device on a tripod overlooking each lane of the westbound carriageway on the M3 just after J2...with about 6-7 cops around them (all wearing the high vis clothing), with I think 2 cop cars and a transit. Further along the motorway (about a mile maybe), parked up just after a bridge were 4-5 Police Volvos.
Whether they were looking for speeding cars or not (I admit that was my first guess, and could very well be completely mistaken, as I suggested I could be in an earlier post), the reaction on all the traffic ahead was lots of brake lights coming on in a big panic.
I estimate my speed to have been 70-80 at the time, as traffic was moving fairly easily up to the moment when people noticed a bridge with a load of police looking down over them.
Apologies for making the mistake of getting the motorway wrong, my journey is M25-M3-A329-M4 to Swindon, and any issues this has caused by getting folks rattled.
I'd just like to know what they were all doing up there and parked up further on.

If they were number plate readers, then It would have gotten a majority approval if they had a benner up saying this.
Once on the motorway, you stuck on it 'til the next junction, so there's no way to avoid being read (unless you drive up the @rse of the car in front), so stick a sign up saying "You're plate is being read to verify your road tax is up to date"

You can't seriously expect police to put a banner up telling people what they are doing just because they are in public view?! Why can't they just do their job?!
I mean if a firefighter hasn't got a hose in his hand then you don't question what he is doing?

If it's any help to anyone at this late stage, I actually drove past them on the bridge today @ 1:00pm.
The bridge is on the road from Knowle Green/Virgina Water to Lyne [I was going to the local tip to dump a load of garden rubbish], and is the 2nd bridge you drive under after joining the M3 Southbound, from the M25 clockwise.
Anyway - there were 3 unmanned cameras on tripods over the 3 lanes of the M3. However, at this time the cameras were facing southbound, therefore it would capture the rear of the cars, not the fronts.
Added to this was a regular police van and a traffic car parked behind it. The van had blacked out windows so I could not tell if it was BiB or civvies or a combination of both. The van was hidden behind bushes so would be (I imagine) unseen from the M3 in either direction.
I assume everyone was in the van as there was not a soul to be seen - it was 1:00pm, therefore lunchtime.
I did pass an unmarked white V70 about 30 seconds later.
I drove past the same spot about an hour later (after a detour via Homebase) and they had all packed up and gone. The van was parked up down a side-lane next to where they were parked up, and it looked like they were loading up a load of stuff in the back of it.
