Fly tipping is a case for the local council - Environmental Services Department to follow up. Most councils have a clear up squad (sometimes sub-contractors Oh )to follow up any reports of fly tipping.

They will root through the rubbish to see if they can find any evidence of where it came from - you say that a wage slip was found - this can be used to trace wher the rubbish originally came from, however it does not mean that this person necessarily dumped it there, they may have used a company/one man band offering 'Rubbish Clearance Services' in the local paper/Yellow Pages etc.
These 'services' have to hold a licence from the environmental agency to operate and be able to dispose of waste at a commercial tip/landfill etc.

The council will make quite thorough investigations to trace the culprit and fine them, in addition they will make the culprit pay for the removal and correct disposal of the fly tipped waste - If the council use a Sub-Contractor to clear it - you are looking at Mega Bucks.

righto - have talked to magi.....

turns out that it is the local council themselves who will prosecute. If you take the info/evidence to local council they will pursue it.....apparently!

Thank you. I will pass this message onto my friend. Maybe she misunderstood when the police said they wouldn't do anything more than pass the info onto the council. Ie it wasn't clear that the council themselves would actually prosecute. I'll let you know what happens

This is indeed the case. The council will have an investigator - how do I know? I used to work with the one from Newcastle and I did see a few cases go to court, however, the person will probably just gather evidence and speak to the offender first.

One tip is to pester the living daylights out him/her - thats the only way you'll actually get him/her to do anything about it. They are after all, working for the council. Those that shout loudest gets seen to first.

BTW, Tips are there for domestic rubbish - waste that comes from the household. Old cars/bits etc do not fall into that catageroy. Only exception is waste engine oil which will have a container sited at a local tip, but thats only because it's a hazardous material and can't be disposed of in a landfill, so its better for the enviroment to have a lawfull disposal site.

Any other waste has to/supposed to be disposed of privately, which normally means paying the council to dump it or by hiring a skip.

Try searching for civic amenities sites - posh name for a tip.

It may be worth just posting the payslip back to the owner, with a sarcastic note about where it came from. That might shake the person up enough, given that most people are sensitive about things like payslips, to take more care next time.

I'm surprised that in Yorkshire (and others) it is so difficult to dump stuff at local tips. Here, I just pull in and chuck whatever I have, no problems at all. Including bits of old car - bonnet, wings, other unmistakeable car-bits. And old concrete and rubble. They did refuse to take a tyre but apparently that's to do with specific legislation on disposing of tyres.
