May have been caught on the A34 this afternoon

My own fault I suppose but was cruising along a very quiet A34 on the way down to Bournemouth.
Saw reflections off a rear window of a car parked in a laybay and came off the accelerator. Looked again and I thought a copper had pulled someone over, braked down to 70 anyway and as I went passed he was then leaning on his door pointing a laser up the hill.
10 miles further down the road there are a set of road works which the limit is 40mph. I slowed to 40 and everyone came flying past me but did I see a copper waves a laser at them? Did I fk!
What is more dangerous people doing 60/70mph through roadworks or me doing an indicated* 85/90mph on a dry open road down hill with minimal traffic.
*I say indicated because i'm hoping the actual speed that the car was travelling was low enough to avoid a ticket coupled with the fact that i braked very sharply.
I then spend the rest of the trip just watching my speedo + laybys for police with speed guns.
