Contemporary societies. The general trend, historically, has been for societies to become less armed as they become more civilised. The UK was more violent up to about 200 years ago than it is now. People stopped being routinely armed about 200 years ago. Nowadays, public perception of crime rarely matches reality.
Public perception is most likely skewed by media reporting etc though.
200 years back there were no telephones, radio, internet, television etc. Newspapers would not be quite so well distributed (first English Daily was 1702), hence the public would not be so well informed of what was going on outside their own locality.
