You can't separate that in terms of one leading to another, but you can separate them when it comes to culpability.

If there's a seriously bad outcome, like a death in custody, then the process needs to be in questioned / investigated in terms of the process itself (the use and training around the belt, as one example in this case), but also if the process was followed correctly by those directly involved.

That's fair enough, I guess we'll just have to wait for the cases to be concluded. I'm aware that all the facts aren't in the public domain yet.

To put the other hat on, the fact they were charged with manslaughter is unusual and they may well be fortunate the misconduct proceedings were discontinued.

The family still not having the inquest concluded is a disgrace.
