Round my way there often turns up a scamera van. Its conspicuously labelled Police in blue writing down the side and has orange lights on top.

The man (scum) inside is NOT a police officer - he is a civilian. He is operating a camera and "enforcing" the law.

Is he impersonating a Police Office by being inside a "Police Van" and enforcing the law?

Calling him 'scum' isnt improving the situation. He does it as a job to pay the mortgage and put food on the table for his kids, not out of some sadistic urge to 'get you'. Blame the system, not the poor sods who enforce it and take the wrath from angry people like us!

I suggest that you make everybody in your area aware that this is a practice that nullifys any NIP issued. No Civilian operator can testify in court as to whether a vehicle was speeding. And if they cannot do that then they cannot make a decision to use the speed reading device. All NIP's Null and void!

That I am aware of. I just had the amusing thought of calling the police and report an "impersonating a police officer" type offense...

I can find much more ethical ways of putting food on the table. This person obviously chose to do this job knowing what he is inflicting on others therefore I am afraid he is scum. I have met a couple of civvy camera operators - one was a young arrogant nob who keep going on about "speed kills", the other was a old guy who is currently putting his neighbors through hell because they cut down a tree in their own garden that the miserable old liked.

Im sure there are some reasonable people out there, but like traffic wardens its a job that attracts a certain type of person,.

This is interesting, does it halp with a section 172 and is there any info about this on other BB's?

One of the other 'benefits' of Civvies using scamera vans is the Garage door opener.....if they find they're being jammed, they can't jump out and pull you over, and (presumably) neither can you be done for interfering with a police officer and his duty etc.

Can we have chapter and verse on that?

I can't believe that a scamera partnership would knowingly send out a civilian to do a job that he/she is actually legally unable to do. It would make every ticket invalid, and that's so unlikely as to be impossible.

If on the other hand it is true, then the partnerships need exposing asap as being organisations that break the law in order to impose it on others. This is not parking in bus lanes and hard shoulders, this is implementing a fundamentally illegal operation.

Correct. But he is a tax paying member of society. What next, the blokes who are paid to put up speed limit signs are scum? The people who paint the lines on the road? I used to operate a towaway truck for illegal parkers - does that make me scum?

Get real.

scamvans are not a problem if you are not speeding. If you cant do the time.............

I did a training day in a camera van today and thoroughly enjoyed it....

Some drivers were blatting past, despite the livery of the van and the fact we were next to a junior school...

As for the operators being 'Scum'...if you feel that way...please stop and tell them that...

I think we are getting away from the point, Nugent asked an interesting question, but everyone jumped on his term to describe civilian scamera operators. (I tend to prefer to think of them as slightly delusional souls who like to think they are doing some good)

If a civilian is in a vehicle marked as a police vehicle then members of the public should expect that vehicle to be crewed by a Police Officer should they not? And if they are not police Officers are they indeed impersonating a Police Officer, and if not why not?

I think around here the scamera partnership vans are not marked as Police vehicles, so not a problem I have encountered.

I fix computers. I help people that cant use them.

Sure its probably paying for some backhanded scheme somewhere down the line but I am not purposely out there taking money for something that isnt right.

I also run my own business. I go to peoples houses and fix their PC's and I charge them far LESS than PC World and the likes. I have a large list of happy clients who are happy to hand over their money to me because I have performed a good and reliable service.

When was the last time someone who got a ticket doing 33 in a 30 that was previously an NSL handing over their money happily that a service had been done...

You dont have to be whiter than white to be good in this world but it helps if you are not a total ct.

I have worked very hard putting my time and effort since the age of 5 years old with the help of my father to understand computers and electronics, and 20 years later I am damned good at what I do.

Cant really say the same for some busybody nannying fkwit can you?

A question for the self righteous: Lets say it all came crashing down around you tomorrow and you have a family to house and feed. The only job available is that of scam van operator - would you take it?

how about store detectives, or better still the civvy who operates town centre CCTV - he is doing exactly what you describe above. Is he scum?
