Blue badge, and council parking ticket.

Short version.
A friend (yes really) has received a council parking ticket.
However I think he can appeal it.
He parked, alone, in a disabled bay, in a council car park, using his wifes blue badge.
He then went into the housing estate (pedestrianized), to pick up his wife, and take her back to the car, to take her home.
The disabled bay was needed to allow her to transition from chair, to car.
Am I correct in thinking that the blue badge allows him to park there, as it was for the benefit, and use, by the blue badge holder.

This section from the blue badge rights/responsibilities leaflet suggests he has a case to appeal:
The badge is for your use and benefit only. It must only be displayed if you are travelling in the vehicle as a driver or passenger, or if someone is collecting you or dropping you off and needs to park at the place where you are being collected or dropped.
Must admit I wasn't sure it was okay until checking - knew where to find the leaflet as I'd recently checked it to remind my self where/when we can use my wife's!

Well if that is the reason then the warden needs to be re-trained. Many people who qualify for a blue badge have disabilities that might not be immediately (or at all) apparent. ETA: The visible part of the badge does not identify the gender of the holder & in any case, as already pointed out, another person can use the badge as long as it is for the benefit of the badge holder. Indeed you do not have to own or be able to drive a car, to hold a badge

Not the traffic wardens job to decide whether or not someone is disabled though.One of my tenants has a blue badge on her Motability car. As she is blind, she obviously doesn't drive the car but her partner does instead. If he is picking her up from University or the Hospital or work etc he will use the disabled bays.
Personally I think it's just an idiot traffic warden.
