Anyone know where I can find authoritative info on this? I've read that the council is obliged to put up warning signs in areas where they use CCTV to issue moving traffic PCNs for offences such as illegal turns. I've also read that they have to use approved types of camera. Where can I find chapter and verse? I've had a good google but can't find much. I have a hunch that my borough, Loony Lambeth, is issuing an awful lot of dubious moving traffic PCNs which need to be challenged. Basically the whole borough is effectively full of traffic cameras, but you don't know about it until you get a PCN.

Here is the Central Government Guidance from June 2013, with references to relevant statutes, all of which can be accessed via the Gov's legislation website. The big lad Pickles talked last autumn of some new rules or guidance on the subject, but I am not sure how his team are getting on with that.

That's yer lot from me on this subject, as although I deplore undue surveillance and local authority wkery, I also deplore people trying to weasel out of fines for driving like norks. You are of course spot on there....

BUT.... what if you get a fine for parking on a roundabout when you were actually queuing in traffic? The loony councils let their operators get away with murder, knowing full well that most people fined aint got the time nor inclination to go through the stupidly hard and long appeal process so just pay up without question...its a case of Time Vs Money....

So, if anyone wants to find something big, that puts a stop to the whole scheme then good on them. The councils can't have it both ways. If they want motorists to stick to the rules, so should they. Fair game in my opinion

The stupidly hard appeal system involves writing one letter or email to the Council and then if need be filling in a very simple appeal form, and the appeal can be dealt with on paper if you like. Assuming no language or literacy difficulties, if that is stupidly hard for some people then maybe driving is too!

What's stopping the CCTV cameras taking a single picture, and then claiming you were stationary ? I know you could ask for the whole movie of your car, but how many will ?

We don't even have fixed speed/red light cameras in my neck of the woods (apart from on one stretch of active motorway).

When I am King of London we shall have signs at the gates saying "Infinitive splitters not allowed".
