Caught speeding by camera - out of date NIP?

Hi guys, just a quickie -
I had an NIP drop on my mat on 21st August 2014 for a speeding offence that took place on the 30th June 2014. Is it null and void due to being late?
I've googled and googled, but lots of places have conflicting information. I called Citizens Advice and they said that they weren't sure either. I've returned the NIP with my details, but can I still contest it?

No move of address. When I bought the car, I was given the green New Keeper slip. I didn't receive a V5 in the post, so when I went to tax it (back in April) I used the green slip. This, as far as I'm aware, should have updated DVLA's records.
So I can't see why it's taken them this long to send me the NIP.

It is the first NIP (I think). There's nothing on there to imply that they've had a hard time finding me or that they were given my details by someone else?How would I check the DVLA record?

ETA: If the NIP is dated 21st August you'd better do something about getting the reply in the post pretty quick.

Rather unsurprisingly I suspect your documents have gone walkabout at the DVLA and according to the nice people at the .gov website the onus is shared to ensure that you have received a V5C. I think your attempts to avoid the NIP based on time might well be thwarted by the fact that you don't have a V5C as you have failed to inform the DVLA of the change of keeper. Clearly you sent off the old V5C with the change of keeper details but the fact that you didn't receive a new document and didn't chase it up are likely to mean that the responsibility, rightly or wrongly, falls with you.

He won't have sent the V5 off as that's the seller's responsibility. The new keeper relies on the slip to say they are the new keeper.It's a bh but there you go!
